A qualitative process evaluation focused on systematically analyzing the Casas project processes and performance was conducted using archival information and semi-structured interviews. The law called for government officials to take a gendered perspective toward victims and created the Gender Alert, a set of government emergency actions to confront and eradicate femicide violence in a specific territory. And Ecatepec’s government created a Women’s Justice Center in 2016 to provide women with access to free legal assistance. Yet despite the progressiveness of these initiatives, cases like the murder of a young woman in a local meat shop in 2017 suggest that they fall short in addressing the violence.

The women that staff the Casas are aware and critical of the gender inequality, exclusion and discrimination to which they have historically been subjected. They view the Casas as a genuine opportunity for growth and self-realization as both women and professionals . In Mexico, more than half of all women have been victims of violence by men, either strangers or partners. In the wake of the killings of hundreds of women and girls in the state of Chihuahua in the late 1990s and early 2000s, Mexican legislators formed a commission on femicide. The panel found that despite alarming violence against women nationally, it was nearly impossible to get accurate data showing the scope of the problem.

In efforts to support women in New Mexico to either create/or finish a film project, we have initiated four grant opportunities. This is a contest in which all submissions will remain confidential with the NMWIF board who will vote on the winners of each category.
Although few similarities were observed between the project’s original model of service delivery and regionally specific implementation, the qualitative evaluation of this model of care noted important positive processes and performance at different levels. Most notably, the Casas facilitated indigenous women’s access to referrals to other institutions for emergency obstetric care and in cases of violence. The work of the community promoters increased the number of births in health centers and regional hospitals as well as legal referrals and the filing of domestic violence complaints with local authorities.

WGH Mexico actively participates in the meetings of WGH Latin America chapters, through the leadership of Frida María Vizcaíno-Ríos. By the time I hired her, she had already spent six months as a student abroad in an English-speaking country. She is also able to speak with our clients (85% of whom speak only English), our vendors , truck drivers (80% Spanish-only, even in the US), and others with equal calm, confidence, and effectiveness. Even though she is only 25, she effectively runs almost our entire logistics operations, managing more than 20 moves at the same time.
As analyzed by the Mexican Institute for Competitiveness, a private research center, federal funding for programs designed to address gender violence and victim assistance actually fell by 0.6% in 2022. The National Institute for Women, a government agency designed to assist other federal agencies in incorporating a gender perspective into their programs, saw its budget rise just 0.8% from 2021. In his first year in office, ostensibly to tackle corruption, López Obrador cut the budget for a program to subsidize childcare for working women almost in half. As an alternative, the administration proposed giving funds directly to families.
In contrast, minors account for 6.9 per cent of total female homicides and 3.6 per cent of male homicides. The proportion of female homicides identified as femicides has grown steadily in recent years. In 2021, more than a quarter of the 3,750 women killed in Mexico were classified as femicides. To address the great nuance underlying women’s access to healthcare in Mexico, we convened a panel of experts that addressed the current state of the problem, its differential impacts between rural and urban and indigenous communities, and the areas for improvement. WGH Mexico has been participating actively in the WGH activities, in the Latin American region and globally. In 2021 with the support of the civil society organization , the University of Miami and the WGH Chile, we coordinated a panel with the formers Ministers of Health of Latin America called “Mujeres líderes en la salud global, equidad y salud en America Latina” . Former female Ministers of Health from the Latin American region participated.
The study was approved by the Research and Ethics Commissions of Mexico’s National Institute of Public Health and adheres to the commission’s ethical guidelines for conducting social research with indigenous populations. Each potential participant was informed in detail of the objectives, procedures, risks and benefits of the study and only after assuring her understanding was she invited to participate. Those willing to participate were asked to sign a letter of informed consent, which was in Spanish only. Translators were available to verbally assist in obtaining the informed consent of monolingual indigenous women. Few similarities were observed between the proposed model of service delivery and its implementation in diverse locations, signaling discordant operating processes. Evidence gathered from Casas personnel highlighted their ability to detect obstetric emergencies and domestic violence cases, as well as contribute to the empowerment of women in the indigenous communities served by the project. These themes directly translated to increases in the reporting of abuse and referrals for obstetric emergencies.
